Wind Data Monitoring Stations

for USAID/Partnership for Economic Growth Program Energy Infrastructure Sub-Activity

Hargeisa, Somaliland

Development Alternatives Inc. (DAI) has been selected by the U.S. Agency for International Development (USAID) to implement the Partnership for Economic Growth Program in Somaliland located in Hargeisa, BadaCas area. Theprincipal aim of the program is promoting stability through economic growth in Somali areas by way of designing targeted interventions in leading value chains.

One of the program’s sub-activities is focused on improving access to affordable electrical energy. Various options to resolve the imported fuel dependency have been considered and wind energy shows strong potential. However, there is no hard data to assist in helping power investors to seriously consider these resources. Investors need real evidence in the form of data and experience, to have certainty that their investments will generate the amount of electricity which is projected. This project aims to collect wind energy data and other related technical information using wind-resources measurement devices requested in the RFP.

DAI invites firms to submit a proposal to (1) provide wind resources measurement equipment as specified in the RFP and (2) technical assistance to support the DAI Energy Specialist in conducting final equipment performance verification tests and specialized training of equipment operators for the USAID/Partnership for Economic Growth program (USAID Contract # AID-EEM-I-00-07-00009/AID-623-TO-11-00001).

Technical Specifications:	Equipment for three wind energy data monitoring stations and power generation performance monitoring equipment. To be equipped with various sensors, data loggers, and other specialized equipment as necessary for on-site and remote data acquisition. Technical assistance to support the DAI Energy Specialist in training local equipment operators and testing the equipment for operational performance to specs (in conjunction with other integrated/monitored systems, ie. wind turbines, diesel generators, software and data processing programs/platforms).
