For this reason it is necessary to conduct a Feasibility study leading to the development of a Business Plan.<br />
	2. CONTRACT OBJECTIVES,ASSUMPTIONS AND RISKS: The objectives of the project are to compile a feasibility study and bankable business plan indicating all assumptions and risks associated with the Tannery, supply of raw materials, associated products and value adding processes.<br />
	3. SCOPE OF WORK: To develop feasibility study and business plan which will lead to the successful implementation of an existing small Tannery and the value adding of products thereof.<br />
	5 EXPECTED OUTPUTS AND OUTCOMES<br />
	5.1 Business Plan development Objectives:<br />
	The objective of this intervention is also, amongst others, to assess the feasibility of tannery and to produce a business plan.</p>

	5.2.1 Technical Feasibility Costs:<br />
	5.2.2 Economic Feasibility:<br />
	5.2.4 Human Resources Feasibility:<br />
	5.2.5 Other details will include:</p>
<p>	Conceptualising the project in detail, validating market attractiveness, analyse capital expenditure, elaborate a comprehensive business plan with five years financial statements.<br />
	Project impact considerations are to be made including direct and indirect benefits to the community.<br />
	6. QUALIFICATIONS AND EXPERTISE REQUIRED<br />
	6.1 Evaluation criteria</p>
<p>	&bull;&nbsp;&nbsp; &nbsp;Technical competency indicating previous experience in the specific sector of Tanning, leatherworks and the value adding processes.<br />
	&bull;&nbsp;&nbsp; &nbsp;Experience and understanding of the execution of feasibility studies and creation of a viable Business Plan and financials suitable for investor review<br />
	&bull;&nbsp;&nbsp; &nbsp;Intimate understanding of the social and cultural issues associated with a developmental project of this nature.<br />
	&bull;&nbsp;&nbsp; &nbsp;Ability to assist in the project&rsquo;s implementation and follow-up phase also with regards to concept, management, establishment of processes, quality control, markets, capital expenditure, presentation to financiers, EIA assessment and the detailing of direct and indirect benefits to the community.<br />
	&bull;&nbsp;&nbsp; &nbsp;Concept work concerning rural, agricultural and agro-industrial development projects.<br />
	&bull;&nbsp;&nbsp; &nbsp;Economic and financial standing of the candidate based on his ability to perform the tasks required.<br />

Medair has is supporting communities in Togdheer and Sool Region to recover from incessant droughts, as well as IDPs in Burao town through the provision of Primary Health care Services. This includes health services, nutrition and water and sanitation services. Consequently, from time, Medair shall require the services of Contractors in the following areas of expertise:<br />

<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Candlelight is a local, non-governmental, non-profit making, development organization dedicated to the improvement of the quality of the life of the Somaliland community through the provision of appropriate education, promotion basic health care, elementary training in environmental conservation/rehabilitation and the creation of employment through viable income generating activities.</p>
<p>TOR FOR TRAINER</p>
<p>Background:<br />
	Due to adverse effects of frequent droughts and ongoing environmental degradation, pasture scarcity and poor quality of available animal feed leading to deteriorate livestock body condition and their products, which are the core income source of pastoral and agro-pastoral households.</p>
<p>Pastoral and agro-pastoral destitute in certain villages, who lost their animals created self employment trends of charcoal burning and fodder production to earn income for their households by selling fodder. But unfortunately fodder production has gradually been declined recently, due to limited access of proper techniques for fodder production, baling and storage.</p>
<p>To address the consequence negative impacts of the aforementioned problems and enhances fodder production and management systems through demonstration of appropriate techniques for production, management, harvesting, baling and proper storage of fodder, Candlelight in close collaboration with DAI is planning to conduct five days training workshop on best agronomic practices, forage/fodder production, and fodder baling for 60 farmer/livestock producers in each of the following three agro-pastoral villages: Wadamago, Loya ( lies 7km southwest of Burao) and Maryam (lies 6km north east of Burao) in Burao district of Todheer and Sool regions .&nbsp;&nbsp;&nbsp;&nbsp; &nbsp;</p>
<p>2. Overall Objective:<br />
	The overall objective of the action is to improve fodder production and management systems through introducing appropriate techniques for fodder production, management, baling and proper storage to reduce transportation cost and avoid mismanagement or loses after harvest.<br />
	3. Methodology:<br />

<p>Health Facility Supervisor.</p>
<p>1 Position&nbsp; &nbsp;&nbsp;&nbsp; &nbsp;<br />
	&nbsp;&nbsp; &nbsp;Conduct supervision visits to the Health Facilities (HF) providing on the job training and supportive supervision to improve quality of diagnosis and treatment.<br />
	&nbsp;&nbsp; &nbsp;Conduct monthly joint supervision visits in collaboration with the Health Facilty Manager (HFM) and regional MoH staff<br />
	&nbsp;&nbsp; &nbsp;Plan and facilitate training in consultation with HFM for HF staff and ensure quality health education and services in line with National and International Guidelines occur.<br />
	&nbsp;&nbsp; &nbsp;Supervise all staff working at the Medair supported facilities from both a clinical/technical and operational perspective, including implementing disciplinary procedures where necessary, in conjunction with the HFM and MoH.<br />
	&nbsp;&nbsp; &nbsp;Organise and facilitate bi-monthly meeting with Village Health Committees<br />

In the region, VSF Germany implements activities in Southern Sudan, Sudan, Kenya, Somalia, and Ethiopia. With support in animal health, agriculture, marketing and food safety and also in developing the capacity of communities and governmental institutions or initiating peace and conflict resolution, we work towards food security and strengthened livelihoods of pastoralist communities. We are looking for a qualified and competent person to take up the position of an Accounts &amp; Administration Assistant. The incumbent will be based in Burao, Somaliland, providing support to the Somali Pastoral Dairy Development Project (SPDDPII) in Somaliland.</p>
<p>	Key responsibilities:</p>
<p>	- Provide financial, logistical and administrative support to projects<br />
	- Implement donor financial regulations in the management of funds at field level<br />

<p><strong><u>The Partnerships and Planning Unit (PPU) is a central unit within UNDP Somalia that supports effective and efficient programme delivery, with a view to maximizing results and impact. While quality assurance remains a core programmatic function, PPU and Sub-Office programme teams will ensure overall consistency with corporate standards, policies and procedures. <p>The UN Joint Programme on Local Governance and Decentralised Service Delivery (JPLG) for Somalia is a 5 year Programme of ILO, UNCDF, UNDP, UN-Habitat and UNICEF. Extension of the JPLG for another 5 years has been agreed between the key donors, Somali authorities and the UN partners. JPLG is aligned to the programming frameworks of the Somalia Reconstruction and Development Programme 2008-12 and the UN Somali Assistance Strategy 2011-15. JPLG applies a comprehensive approach to rendering local governments as credible and professional service providers, increasing public investment in basic services, and strengthening civic awareness and participation in local decision-making and development. The overall objectives are: 1) Communities have equitable access to basic services through local government, and 2) Local governments are accountable and transparent. Strong emphasis will be placed on gender and women in local government, human rights and local governance, and good governance principles of transparency, accountability and participation.</p>
<p>&nbsp;</p>
<p>The JPLG emphasizes the development and implementation of an institutional capacity building package both at district and community level, and support for the development of appropriate local government policy along with legal and regulatory frameworks. As part of its work plan for 2011-2012, the JPLG will review and facilitate formulation, harmonization and implementation of laws and regulations related to local government.</p>

<p><strong><u>TASKS</u></strong></p>
<p>&nbsp;</p>
<p>Under&nbsp; the&nbsp; overall&nbsp; supervision&nbsp; of&nbsp; the&nbsp; National&nbsp; Programme&nbsp; Officer&nbsp; of&nbsp; UN-Habitat&nbsp; Hargeisa&nbsp; Office,&nbsp; and the direct supervision of the&nbsp; Human Settlements Officer (HSO) and&nbsp; Associate Human Settlements Officer (AHSO) of the UN Joint Programme on Local Governance, and the urban planner &nbsp;is expected to, but are not limited to,&nbsp; perform the following duties:</p>

<p><strong>I. Assistance to Urban Planning Activities in JPLG </strong></p>
<p>1.&nbsp;&nbsp;&nbsp; Work closely with the AHSO and HSO in the implementation of all aspects of UN-Habitat&rsquo;s</p>
<p>Urban Planning activities,</p>
<p>2.&nbsp;&nbsp;&nbsp; Promote strong local ownership of activities and outputs of the Urban Planning component,</p>
<p>3.&nbsp;&nbsp;&nbsp; Increase the effectiveness and ensure timely actions of UN-Habitat urban planning activities through regular consultations and follow-up with local partners,</p>
<p>4.&nbsp;&nbsp;&nbsp; Advise&nbsp; the&nbsp; AHSO and HSO&nbsp; about&nbsp; changes&nbsp; in&nbsp; the&nbsp; political&nbsp; situation&nbsp; in&nbsp; the&nbsp; three regions of Somalia that may impact on the implementation of Urban Planning activities,</p>
<p>5.&nbsp;&nbsp;&nbsp; Organise for progress and review meetings with relevant authorities,</p>
<p>6.&nbsp;&nbsp;&nbsp; In coordination with AHSO and HSO, develop spatial planning strategy and policy of UN-Habitat for Somalia, revise urban planning related law and regulations, and draft a strategy for urban plan formulation, implementation and approval mechanism for the three regions of Somalia.</p>
<p>7.&nbsp;&nbsp;&nbsp; Prepare for and support conduct of seminars, workshops, etc. under the urban planning component,as guided by the AHSO and HSO and in collaboration with other UN-Habitat staff,</p>

<p>8.&nbsp;&nbsp;&nbsp; Support Districts departments of planning, district municipalities with regard to on-the- job training on urban planning related activities including database development, data collection and use of geographical information system, road network planning and so on.</p>

<p><strong>II. Support to Land and Urban Management Institute (LUMI) in Somaliland</strong></p>
<p>9.&nbsp; Support coordination with national and local counterparts, districts and the National Urban Planning Committee in particular, in the capacity building and operational support for LUMI in the fields of urban planning activities, including the Urban Regulatory Framework, and conducting training on urban planning,</p>

<p><strong>III. General Programme management support</strong></p>

<li>Liaise with other UN-Habitat staffs to ensure full and timely support to UN-Habitat external consultants under the Urban Planning component, when relevant,</li>
<li>Assist in timely programme and financial reporting on the urban planning component to the UN- Habitat Nairobi liaisons office,</li>
<li>Provide inputs to the formulation of project proposals and concept notes,</li>
<li>Backstop the preparation and implementation of UN- Habitat Annual Work Plans, Terms of Reference for staff and implementing partners, and organization of seminars/workshops,</li>
<li>Contribute&nbsp; to&nbsp;&nbsp; the&nbsp; monitoring&nbsp; and&nbsp; evaluation&nbsp; of&nbsp; UN- Habitat&nbsp;&nbsp; urban planning&nbsp; programmes&nbsp; and&nbsp; projects&nbsp; in the three regions of Somalia, concerning the effectiveness and impact of the urban planning&nbsp; programme and projects through networking with partners, field visits, document reviews, preparation of reports, identification of problems and issues and proposal of addressing problems and propose improvements and changes as required,</li>

<p>Candlelight is a partner with the International Solidarity Foundation (ISF) of Finland. CHLE and the Finnish International Solidarity Foundation have been working together in a project on community education on FGM since 2007, with the title&nbsp; of the project &ldquo;Community education on FGM in Togdheer and Sanaag Regions&rdquo;. The overall goal of the project is to improve the reproductive health of women in Togdheer and Sanaag. The purpose is to ensure that the community members&rsquo; awareness about the negative consequences of FGM has increased in Togdheer and Sanaag. The partners of the project are planning to provide training on how to conduct panel debate and assessment studies for the project staff in Burao through this consultant.</p>
<p>OBJECTIVES OF THE CONSULTANCY</p>
<p>The aim of this consultancy is to equip the project staff with basic skills and knowledge in assessment studies and panel debate.</p>
<p>In order to accomplish the above mentioned objective, Candlelight is looking for qualified local consultant through media advertisement and recruitment processes&nbsp; &nbsp;</p>
<p>EXPECTED LEARNING OUTCMES SHOULD INCLUDE:<br />
	&nbsp;&nbsp; &nbsp;To prepare staff to conduct assessment for any changes in indicators in the target areas<br />

<p>The Ministry of Labour and Social Affairs is implementing a letter of Agreement (LOA) signed with UNDP. The validity of this Letter of Agreement is six months starting in September 2012.</p>
<p>In line with its mandate, MOLSA will implement this LOA in the context of the Gender Equality and Women&rsquo;s Empowerment (GEWE Project). The Project is aligned with the Somaliland Reconstruction and Development Programme (2008 &ndash; 2012), the Somaliland National Gender Policy, Somaliland National Development Plan, the United Nations Somali Assistance Strategy, and the UNDP Country Programme Document (2011 &ndash; 2015). MOLSA will coordinate with stakeholder to effectively implement gender policy and advocate gender parity in political platforms to increase the representation of women in district councils especially during the upcoming elections of new district councillors in this year, women membership of the political parties and effective gender mainstreaming &nbsp;that requires strategic capacity building of key personnel (gender focal points)&nbsp; to take the lead in effecting the necessary institutional and other changes needed.</p>
<p><strong>Summary of Key Functions:</strong></p>

<li>Design and device astrategy to address women&rsquo;s social and economic rights in relation to Khat inconducting a consultative forum for women Khat sellers and other relevant stakeholders and draft an appropriate response mechanisms (e.g. media awareness and behavioural change campaigns, alternative livelihoods for sellers).</li>

IRI has been active in Somaliland since 2002 during which time IRI has worked with political parties, Parliament, civil society and on elections.&nbsp; IRI is looking to recruit a talented, qualified and motivated Somaliland national for a one year with possibility of extension for Accountant positionThe Accountant will manage all transactions related to the IRI project in Somaliland. S/he will ensure that the outlined financial policies and procedures are implemented and followed. The Accountant is responsible for providing complete and accurate field reports to the Regional Office for all field office financial activities. S/he will provide support in other finance areas as necessary and maintain a positive working relationship with the all IRI Office staff.</p>

<li>Disburse payments, collect invoices, receipts, and other supporting documentation; keep good filing system</li>
<li>Enter all transactions into Quicken. Reconcile bank accounts to ledger (Quicken) and Reconcile cash count to cash log at least weekly and to Quicken monthly</li>
<li>Prepare monthly Financial Package.</li>
<li>Collect Employees&rsquo; Timesheets and Leave Requests and review</li>
<li>Withhold payroll taxes and remit taxes to local tax authorities regularly</li>
<li>File various reports as required by local law and stay informed of all changes in applicable regulations</li>
<li>Review Staff&rsquo;s per diem and non-per diem reconciliations</li>
<li>Maintain good records of all furniture and equipment as well as purchases and yearly, in August, perform physical inventory of furniture and equipment,</li>
<li>Report to the Resident Country Director, regularly coordinating with the Regional Project accountant.</li>
<li>Assist in the review, reconciliation and evaluation of IRI Somaliland grant activities,</li>
<li>Assist the Resident Country Director in administration of the IRI Somaliland office.</li>
<li>Supervise IRI Somaliland accounts</li>
<li>Implement policies and procedures as required by IRI.</li>
